Processor Heats up Fast!?

I bought a P4 3.2 Ghz Processor, now after i put it In and let it boot up, It would heat up and just restarts my pc. I've cleaned it up and and cleaned even the heat sink I have a LGA 775 socket 775twins-HDTV Asrock. I've been using a 1.6 Ghz ever since. please help.

    did you apply cpu paste/thermal paste before putting it on and closing up your PC?

    If not then use link in source.

    mine did the samething then I found out you have to have thermal paste for your CPU or it will over heat.
