I'm guessing somebody on youtube or facebook told you to do it... Pressing Ctrl and F opens a search box, in your browser. If you type 2 it will search for the number 2 on that page. Every time it finds the number, it highlights it. People like to spell things out by doing this :P

CTRL F, is a shortcut to find something on a page.
If you type CTRL+F and then 2, then you will find the number 2 on a page :)

It will open the "find" bar at the top, and then if you type '2' , it will search for the number '2' on that page.

Cntrl f is find and 2 will be what youre searching for
So the program you will be on when you do it if theres a number 2 anywhere it will find that for you

There is no specific assignment to function keys. Software can assign them for what ever purpose they want them to do and the function keys for the computer have their own setting and even the operating system, so it really depends on what software you are using or the operating system itself.
