When God told Noah that never again would a flood destroy all life on earth...?
Did he laugh and mutter under his breath, "Next time, you're gonna burn."?
Yes, Vin, that's the first half of the joke. The rest of the joke lies with one's interpretation of the Apocalypse.

God promised the meek and righteous that He will destroy the wicked for the former's sake. The Bible says He will use myriads and myriads of heavenly angels to accomplish it in Armageddon. Surely it will be a selective annihilation. The same happened in the case of the 10th plague when all the first born of the Egyptians died. But the Israelites' first born were spared. You will agree that the global flood was entirely different [Psalm 37.9-11; 29; Matt 5.5]
Further, unlike in the global flood where only 8 souls were saved alive there will be "a great multitude" who will survive Armageddon. The Bible says:
Revelation 7:9-10
King James Version (KJV)
9After this I beheld, and, lo, a great multitude, which no man could number, of all nations, and kindreds, and people, and tongues, stood before the throne, and before the Lamb, clothed with white robes, and palms in their hands;
10And cried with a loud voice, saying, Salvation to our God which sitteth upon the throne, and unto the Lamb.
2Peter chap 3 describes how the "new heavens" (the Messianic government based in heaven-Re 5.10; 20.6;Daniel 7.14-18; 2.44) and the "new earth" (new society on earth-Matt 5.5; Psalm 37.29) will be accomplished by God. The earth will not be destroyed. It is noteworthy that in the global flood it is the society and its systems that were destroyed, NOT the earth.
This old system of things will be burned in metaphorical sense. Just like in the global flood, people perished but NOT the earth. The earth will remain forever so Eccl 1.4 says. "Fire" in the Bible appropriately symbolizes eternal destruction. God will destroy Satan's system of things, its political government, religions, economic/social systems, using His angels. It will be thorough and complete like when fire razes a building to the ground.
Note this relevant prophecy:
Daniel 2:44
New Living Translation (NLT)
44 “During the reigns of those kings, the God of heaven will set up a kingdom that will never be destroyed or conquered. It will crush all these kingdoms into nothingness, and it will stand forever.

2 Peter 3
6Whereby the world that then was, being overflowed with water, perished:
7But the heavens and the earth, which are now, by the same word are kept in store, reserved unto fire against the day of judgment and perdition of ungodly men.

Unlikely. Actually, it sounds like you're projecting your own issues on God.

Gen 9:13-17 I do set my bow in the cloud, and it shall be for a token of a covenant between me and the earth. (14) And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud: (15) And I will remember my covenant, which is between me and you and every living creature of all flesh; and the waters shall no more become a flood to destroy all flesh. (16) And the bow shall be in the cloud; and I will look upon it, that I may remember the everlasting covenant between God and every living creature of all flesh that is upon the earth. (17) And God said unto Noah, This is the token of the covenant, which I have established between me and all flesh that is upon the earth.
