can a mechanic tell if an engine is good or bad by just looking at it?

I'm replacing the engine in my car and the mechanic I'm using is not sure if the new engine is good or not. Can a good mechanic actually tell the difference between a functional engine and a bad one by doing a thorough examination of the engine?

    If he can see and hear it running, yes. Other than that, it's just a "boat anchor"

    by look absolutely NO! only way is to run a compression test and thats not definite it could be fine for a 100000 miles or 10

    Yes and no You can check a lot of things but not everything to be 100% sure that it is a good engine , i don't think anyone can w/o tear down good luck (NO MORE OBAMA)
