Who or what is 'The Crown'?

Plain English to explain this would be much appreciated.

    The Crown is the term used to refer to the government and the people, in effect. When we say "The Crown prosecutes criminal cases", we mean that the justice system (part of government) acts on behalf of the people to prosecute.

    Technically, the Crown represents the monarchy, but in practical terms it is the elected government who acts.

    The Crown refers to a royal head of state. Like Queen Elizabeth of England for example.
