Do I have a cold sore?

A certain part of my lip feels kind of strange when I run my tongue over it. It feels as though the skin is a little bit harder as if it were chapped. My lips are very sensitive and are chapped more or less almost all year long, but it is unusual with my upper lip. When I look at it, it doesn't look strange, it almost looks like a chapped lip with some red, but no blisters.
