There's a large air vent in the ceiling that doesn't return air what does it do ?

I have a 2 story home and downstairs in a front entry way there's this large celing air vent that I know for sure does not return the air in the home it doesn't have any air coming out of it like the regular room air vents . I don't know if it's meant to be a second filter or something. I already have a vent that sucks the air out the house through the filter through the handler and so on . But I'm not sure if this one is for the same thing. There actually in the same area. So does anyone else have is in there home and what does it do. Is it a fresh air return. Should i start adding a filter in that one to.

Update:

@ Dan the ac man , thanks. But not exactly. The vent is in the ceiling / over my head. I tried the air flow test. But nothing pushes away and it doesn't seem to have any suction. I already have a filter in the vent that sucks all the air up. It doesn't look like it can be removed on a regular basis it is screwed in like a regular vent but very large . It's not connected to another room for air flow. I have no clue what it's connected to. I think it's connected to the duct work. Btw I live in Florida if that makes a difference .

Update 2:

the size is 16X24 and it does suck air up. but the suction isnt as powerful as the other one that uses the filter but i will go out a buy a filter. for that one to.

is the vent open to another room or just open to a wall / floor cavity?..if its a wall / floor cavity then its likely a return air vent.you can test this by holding some tissue paper up to it when the heat or ac is on..the tissue paper should be sucked up to the vent if its a return..maybe block the other return[s] in the home to make it pull harder from that one IF its a return.....if it is determined to be a return it does not need a filter as long as there is a main filter at or near the air handler / furnace that would catch dust/debris...if there is no central filter then each return vent needs to have a filter..if thats the case, usually the vent is the type that opens up to hold a filter..if the vent is not a return then maybe its purpose is to provide "sharing" of air between rooms or its just a cover to provide access to plumbing/electrical stuff??..............dan
