Why is there a different switch to turn on the A/C in a car?

Im looking to buy a used car and I came across a 2002 Buick Rendezvous. Looks and drives great but im a bit skeptical because to turn on the fan for the A/C or heat there is a switch thats on the end of the dash board that looks like a mechanic installed to turn on the air and the regular switch to turn on thr air does not work. Why would you have to install a different switch in the car? just curious?

    Keep looking for a car and forget about that one.

    Sounds like it was owned by a butcher type "mechanic" and if you can see that sort of thing now, who knows what else has been done to the car.

    It's fairly obvious that the person who did that didn't really know or care about what he was doing and you could be buying into a nightmare of rework.

    Find a decent car to start with and just enjoy it without having to spend more money just making it operable.
