Is this animal abuse/What should I do about it?

Hi, we have a neighbor across the street that has been leaving her dog outside all day, every day. I feel so bad about it as I can hear him barking all day and night, and it is not easy to sleep when you hear a dog barking all night. I don't blame the dog nor am I mad at it, completely the owners fault, I just don't know what I should do.

He is outside from 6am till about 10-11pm. They tie him to a tree with about 6-7 feet of rope with a food and water bowl, though sometimes his rope gets tangled and he can't get to them. He seems really lonely as when the neighbors gets home he gets so excited and jumps ups and down, but they just scream and swear at him to shut up and they go inside. I don't know if this borders on animal abuse but I really want to help this dog, but don't know if I have any real legal action.

I'm pretty scared that if I do get the dog removed, they will just put him to sleep, and that is not what I want to happen (Though I don't know how happy his life is now, he seems really miserable)

So what should I/can I do? Who do I report this to if anyone? What will happen to the dog if they remove him?

    Call the police or animal control and explain that this is animal neglect. Until you get hold of whomever you called, give the dog water and if you have any dog food or treat, give him that.

    Yes it is considered animal abuse (at least where i live) and it depends who you call if they will put the dog to sleep. That is very kind of you to care about that dog. Hope this helps :)

    Depends where you live, in some places it is illegal to chain/tie your dog up. You could call in a noise complaint to the authorities though, that's a good start.

    Call animal control or the police and explain what you have witnessed. They should be able to clarify if the care being given is within the law or not.

    Adopt him/her through the pound :o? or force your neighbor to get him at least a playmate or to change there crummy personality towards there dog :o

    Check you local shelter's website. They should have the information your seeking. I don't know where you are, but here in Miami-Dade Florida, it is illegal to tie up a dog unattended.

    Yes, that is animals abuse, why dont you talk to your neighbors about, and if you are too scared too, call animal control, its your best choice.

    it is and also not animal abuse because they are not like killing it but on one way they are by not feeding it.All you can do is call an animal shelter or the police.I would reccomend you calling a no-kill animal shelter.I hope that this info. was usefull. :)

    no its not animal abuse aslong as they dont hit him and make him suffer pain nothings wrong
