In WWI, unless civilians were close to the fighting, they were fairly well untouched. And when the front lines changed, the civilians that saw the line move past them were either under new control, or left fairly well alone. The ideas that civilians were legitimate targets in war was still in its infancy.
Civilians that were beyond the artillery range of the enemy were rather safe from harm.
All that changed in WWII. Civilians were considered legitimate targets, and entire cities were under aerial bombardment. In Japan, massive firebombing of many cities was done. The idea was that attacking civilian homes and factories damaged that countries war effort.
