It has been proven that A Saint Knight's Tale (Isekai no Seikishi Monogatari) is part of the Tenchi Muyo Series. In Episode 4 there are obvious visual references to Washu from the regular Tenchi Muyo Series. And throughout both Photon and A Saint Knight's Tale there are multiple visual and verbal references to an energy called Aho and an animal called a Koro. The only differences being the number of Koro present in either anime, the level of intelligence of the Koro in Photon being much higher than any in A Saint Knight's Tale, and the fact that the Photon Koro was used a Computer Core (somewhat like Ryo-ohki and her sister Fuku are used)

I was looking through the links that I posted for any additional info that I may have skipped over. Well, I found out that Masaki Kajishima has been the Original Creator and Original Character Designer on Photon and all of the Tenchi Muyo Series. Plus I think Photon was made during the same period that he was working on Tenchi Muyo.

Yes, Isekai no Seikishi Monogatari is a spinoff of Tenchi Muyo! because Kenshi in former is the half-brother of Tenchi as they so state in the series.
But Photon is not related to Tenchi Muyo! in anyway. The only thing the same about then was that they had the same original creator like you said, but also the same director, the same concept designer (different person and role from the original creator), the same screenplay writer, and several other people who worked here and there on the Tenchi meta-series like the art director.
But the actual story and timeline does not intersect with Tenchi Muyo!
