Why does the government use "gross" income to determine food stamp eligibility?

My family is struggling, just like many others. I tried to apply for food stamps but they said I make $152 too much. Do they think $152 is going to buy groceries for my family for a month? 
I don't understand why they use "gross" income to determine eligibility! Do the people making these rules not understand that "gross" income is NOT what we bring home? If I got to bring my gross income home and not have to pay taxes then I wouldn't need the help! I see all these people not working, not even trying to work, all they do is lay around, do drugs, have a baby every year and they get food stamps, medicaid and a check every month! I work 40 hours a week, have been working since I was 15 and pay taxes that I know is used to support all those other folks, yet when I need a little help to make it through the tough times, I can't get any. 
If I quit my job, started smoking dope, shack up with an illegal alien and have a baby every year, would I get some help then? Why are hard working Americans denied help when we need it?

you may tell via those solutions that folk stay uninformed. I artwork with Medicaid/nutrients stamps and that i will inform you first hand, illegals don't get advantages. in basic terms babies get advantages. even although the dad and mom swipe the nutrients stamp card, there is in basic terms adequate money on it for the baby/babies. You could make a dollar more and be cut from those programs too.
You see people with no ability or intelligence or pride who will only be on those programs for five years before getting spit out.
Then you'd have a dope habit, six kids and no help at all from anyone.

Hard working Americans have choices, they can do things the losers can't, they can improve themselves or their education, they can get better jobs, hard working Americans need health insurance to keep them from being stifled by the fact that without that they need to not make that extra dollar so they can get off welfare.  Other than that no one says we're all going to have an easy time of it, no matter how hard you work.

So the eligibility is the same for everyone, regardless of how they tweak their taxes and withholding.
