There is something you need called "baking powder" that makes whatever you are baking rise.
Some recipes call for baking soda if it also has an acid in it like buttermilk. The two together make the batter rise. If you have some shortening like Crisco or butter you can mix flour, salt, shortening and ice water together and make a pie crust. It needs to rest at least 30 minutes before you roll it out and bake the pie. With the milk, eggs, sugar and cocoa powder you can make a chocolate pudding to go into the pie shell.

Most chocolate pies have meringue on top but you can use Cool Whip instead or serve it as is.
