Either on line or in person, should you have a resume when you go to apply for a summer job at a place like Walmart? I appreciate any help you can offer me

it depends on if they ask you to fill out an application or not. Sometimes you don't need a resume if you filled out an application, but always submit one (whether thru website or in person) just to be safe. Hope that helps!

Not if it's an entry level or first time job/employment. If you have a Work history, yes.
