Is welfare a good thing?

Here is a quote by a famous historical American figure on the dangers of a welfare system. He calls it “relief” in this speech. "Relief" is and historically has been a common name for welfare programs around the world. He is specifically taking about what we currently call Social Security, Unemployment, and Food stamps. (Later writing by the same person ell us that his biggest concern was food stamp programs)

QUOTE:

To dole out relief in this way is to administer a narcotic, a subtle destroyer of the human spirit. It is inimical to the dictates of sound policy. It is a violation of the traditions of America."

Can you tell me who said this, when, and what is so unusual about hearing this warning from this person? What political party did he belong too?

    Probably FDR given the hints you've given and the fact that I know he had a different view on social programs than what is traditionally attributed to him.

    I consider it's good, just not the best way it is now. I feel there should be a point in time or something. I consider you're being a bit harsh- some people haven't any option however to rely on welfare. Of course, there are some folks who take advantage of the process, but there are also murders etc available in the market- you can't generalise some humans to the complete popualtion. I get adolescence Allowance (Aus) on the second since I used to be busy with exams and so on, but now looking for a job, i'll earn more on youth allowance sitting at my butt at dwelling all day than working at some rapid meals placce for eight hours a day. That is now not proper.
