Yes, but with certain restrictions.
California maintains an "approved handgun" roster. In order for a California FFL to sell a handgun, it must be on that list. Currently there are only two models of .25ACP handguns on the list, and regrettably both are Phoenix handguns that really no one should own.
But if the .25ACP handgun is already in California it may be transferred through a Private Party Transfer (PPT) even if it is not on the list. A PPT must be done between two California residents and it must be done face-to-face. The buyer and seller both go to the same FFL, go through the background check, present IDs and proof of residency, show proof of handgun lock, and pay $35. Then after 10 days the buyer can pick up the handgun from the FFL.

If they meet the importation requirements, they are allowed into the U.S. for sale.
