You need liability insurance - you need to protect your assets if any of your client's dogs get sick or heaven forbid, die, after eating your treats.
List the ingredients in full, and make note of allergens that may be present in your preparation area. Take a look at people's food products (i.e. produced in a facility that processes peanuts, for example) Dogs can be allergic too, and you want to make sure your clients are happy, not itchy, after eating your treats.
You can go to the Small Business Administration web site, it has a wealth of information on how to property register your business. You can get a tax id number from the irs.
