So, I have been assigned to make a kiosk, but I need help with the dowels...?

I want to hang a sign over the kiosk that will essentially say that it's the place we are selling our goods. I figured the best way to have a sign would be with dowels.

However, I have a few questions on proper dowel placement:

1) How do I get the dowels attached to the counter so the sign will remain sturdy?

2) How do I attach the sign at the top of the dowels and make sure that it stays up there?
