I had one to, and I got a chemical peel from my profetional aunt when I was 8. It burns and stings a little, but not for to long and than all you need to do is let it heal. Also, its never to late to try to get a scar to fade, and they do sell things to get scars to fade at drug stores, but the stuff that I tryed didnt work at all.

My base instinct is to tell you to grab a stick and beat the tar out of them, let them know how it feels, and then go have a word with mom, once again with the stick...but that's not the answer. Honestly I have to say, get pictures, or video, you can do this if you have a cellphone that takes pics. Then wade on in their and tell them to stop it. Tell the mom that animal cruelty is one of the contributing factors to serial killers, and you would appreciate it if they got to the root of the problem before little Jeffery and little Ed end up beating more animals. If the mother seems unaffected, then go to police with the problem. Either way you go about it, it's important that the kids get help, cause obviously they have issues. Good luck!

Vitamin e cream works pretty good or just get some scar cream at your local drug store, its not too late.
