KLR 650 carburetor problems?

I've got a 2003 Kawasaki KLR 650 which has been sitting in storage for three years. I've refilled the tank with fresh gas, put in a new battery, and got it started. However, I've got some problems...

1. Once the engine is warm, it only wants to start with the choke off (open) and throttle wide open, and then it exhausts black smoke for a few seconds.

2. Fuel leaks out of the carb overflow tube (a clear tube coming from the upper part of the carb L side).

3. It won't idle very well.

I expect that I have a stuck float in the carburetor. Any suggestions on how to fix it?

Dirt or corroded/dried up gas is lodged in the float "needle & seat".

The crud is preventing the needle from sealing closed the fuel

supply, causing the carb to overflow.

The not running properly part is due to one of the jets in the carburetor being

partially clogged from dried up bad gas.

The carburetor needs a thorough cleaning.
