This is called "lag" "lagging"... It is the most frustrating, aggravating, irritating thing that happens when playing online.
It is when the latency is too high and the parameters don't match the games constant flow... If is normally the result of the connection to the host being too weak. This is usually the hosts connection but if it is happening to you a lot then it's most likely your connection. Basically Your Internet speed is too slow to match the parameters. You could upgrade your Internet speed but if that's not an option then go to www.portforward.com and set up port forwarding to your Xbox... It won't make a huge difference but it will help your connection a little bit.
If you want to see if it's yours then next time your in a game press "select" you will see a four bar signal symbol to the right of everyone's name. If your connection is weak it will be 3 or 2.. Or worst case maybe even 1 bar strength. If you want to test it even further log onto a computer and go to Your address bar type in
Magnet.speedtest.net
Run the test and you will see your Internet speed in the results.. then compare them to the regional, global and national average and you will see if your net speed is slower than the average.
Hope this helped shed some light on the issue and good luck with it.

It's called "lag", happens all the time, although it isn't serious it is very annoying and is very common, try going into a different gametype.
However, are you experiencing problems on the internet browser? if not then it is possible it is a server problem with xbox live, which means that it is XBL's fault and not yours.
