Urgent plz! Applying online for the Tier4 student Visa to the UK before having the bank statement, possible?
I am a Moroccan resident in Italy and I want a Tier4 Student visa for the UK; the courses I want to attend start on September 24 and I am afraid I will be given the meeting for the visa too late.
The rules state: “A Tier 4 (General) student must show that he/she has held the required money for a consecutive 28 day period (finishing on the date of the closing balance) ending no more than 1 month before his/her application. “
I want to make sure I have an early meeting date in the Visa Application Centre and I have a doubt:
The rule means that the application cannot be done more than one month after the 28 days period ending date BUT it does not mean that the application cannot be done before the 28 days period ending date. CORRECT?
SO provided that
1) I already have the money in the bank from 5 days,
2) I am sure the money will stay where it is and
3) I will have the correct bank statement on the day of the meeting,
CAN I DO THE APPLICATION NOW (BEFORE THE 28 DAYS PERIOD ENDING DATE)?
Please help me to figure out how to solve this puzzle. I will be grateful to hear your advice and opinions. Thank you in advance.

Yes, you cannot submit your application before the 28 days required for deposit. The rule is particular to your financial capacity to study and stay in the UK. It says that you must show document, in this case I am sure, a bank statement showing you have the money.
To illustrate, the bank statement must show that:
For example, your bank statement is issued June 26, 2012 with an ending balance of US$1,000.00:
1. Counting 28 consecutive day period (finishing on the date of the closing balance), you must show that you have held this US$1,000.00 or more since May 30, 2012. The "finishing on the date of the closing balance" refers to June 26, 2012, the date of issuance of the bank statement.
Since you held the money in the bank for only 5 days which counting from June 26, 2012 is June 21, 2012, there is a possibility that your application may be denied, if you submit your application now.
2. 'ending no more than one month from the date of his/her application" means that since the bank balance is issued June 26, 2012, your application for visa will be accepted only until July 25, 2012, a month after the date of the issuance of proof of your financial capability (bank statement) to study in UK.
Suggestions:
If you have the money in the bank just for 5 days, keep the money or increase the money until you reach the 28 days' time of your deposit and request for another certification of your deposit or you can show the passbook as your proof of financial capability. In no case should you deduct the money to less than the required amount by the UK embassy. Better more than less.
After the lapse of 28 days, apply for a student visa or right after the issuance of the certification on the 28th day of deposit. Do not delay the application for the student visa for a month as the certification will have no effect anymore and your visa will be denied.

After we have taken a bank statement by maintaining the required amount for 28 days and submitted our visa application, can we make a withdrawal from our our bank account? Does it affect the outcome of our application?

the best way is to do internet banking, but from which country are u applying visa? If you have ur parents there, tell them to open a account on thier name and then once u are there, u can add ur name in that account, so that before u reached the money will be in the account and u have to wait few more days before applying. The bank statement is must for applying, coz its the proof of ur funds, or best way it to apply for loan and attach a loan letter for the proof of funds.
