What does INA section 217 R17008 mean?

This was stamped on my passport and I was refused entry to the US. I told them i was out of work but i had cash and credit cards with me to sustain myself and had already booked a hotel but this did not wash with them

PJ: I don't think that is right. I have over £/$/€/5k of credit in my bank account and I had intended to stay for 10 days for holidays but sadly i came across a CBP who hated my guts right from the word go. They treated me like dirt and i have already filled a complaint against this officer and his colleagues. Why would i over stay if i am already living a life of comfort where i am? The funny thing is they wanted me to buy my ticket back home when i had already purchased a return ticket. doh!!!

You are not reading what i write. My return ticket was for 10 days not a month!!! I guess i meet the wrong person on the day.

Uncle: i had $1,500k cash and cards on me. Remember the CBP officers are human after all and can make mistakes and this guy crossed the line. When i challenged him in front of his superior he denied ever doing what he did. So yes i am right to file this complaint (on their website) as i believe if you where in my shoes, you would do the same. I don't care if they store it on my file or whatever as i have nothing to hide

Thanks George L and Threeday. Yeah i used the WVP but now i have to apply for a visa. Its ok i will learn from this and will try to avoid the angry looking CBP officers in the future

    well, first off, of course neither I nor anyone else here actually saw the incident, so it's hard to say whether or not in our opinion, he did or did not cross any lines. did you run into the wrong officer on the wrong day? perhaps, but the CBP officers actually have quite a bit of discression in making these determinations. so,even though you may well feel you had enough to show you could support your trip, and even be right about that, if the officer felt he had reason to believe you intended to stay, look for work, go find a girl to marry, or whatever outside of being a normal tourist, he was completely within his rights to deny you entry .keep in mind, you have no legal right to enter the US, so even if he was wrong, he still has the authority to make that call. the fact that you were subsequently seen by a supervisor in secondary meant that a second, more senior person looking at the same set of facts, concurred with the original decision, fair or not. you're perfectly entitled to file a complaint. it's unlikely to have any effect, given the 2nd decision in secondary. but, you still have the right to do that. as it stands though, if you ever want to return to the US, you will need to get a visa first. better luck next time.

    That means you come from a country that while they participate in the VWP for political reasons, they have a high rate of abuse.

    Which means, you did not convince them you'd ever leave.

    You're out of work, all you have is cash and credit cards, which you can't get more of because you're out of work.

    Which means, you'll need to find work in the US to live.

    I'd deny you entry too. Insufficient ties to your country of origin.

    EDIT: I'll say it again. You have insufficient ties to you country of origin and you have given them every reason to suspect you'd violate your visa. Credit means nothing. You can't very well live off a credit card and expect it to stay valid when you have no job to pay it off.

    Based on what you've said in this post... You showed them a return flight that's a month out when you're claiming to only want to stay 10 days and your hotel is booked for two days. And you probably have an "Uncle" who's written a letter of invite. Classic.

    DEEEEEENIED.

    Here's a thought.

    You have no right to enter the US. You can complain all you want. But the truth is that it's sole discretion by the officer inspecting you. He/She can turn you around and send you back if they don't like your shirt button. They don't, but they have the authority to do so.

    If you lodged a complaint against him and his colleagues, that means there were other officers backing him up in making that decision. Which means, you've got nothing. Not one, but at least TWO officers found you inadmissible and likely a supervisor as well, and your "complaint" is likely in the burn bag as you write this.

    You come from a country of high abuse and now you've lied about it on both your visa application and attempt at entry.

    This is the US government you're dealing with.

    Not McDonalds.

    I haven't been back to the U.S. in over 6 years so I don't know what changes are happening. Sounds strange, I'll give you that much. This is especially true given the number of illegal immigrants south of the border. Maybe they are drawing some lines.

    Taking the meaning of this from another posted message, it's the visa waiver? What country are you from? This doesn't sound right.

    INA 217 relates to the visa waiver system

    you dont say what cash you had on you ..but admitting you was unemployed is enough

    to deny you entry and people overstay every day .. they are usually the unemployed

    well done on the complaint ..it will be on your file ...
