2003 Saturn Ion front struts?

I am not the most knowledgeable as far as vehicles go, but I was looking at a 2003 Saturn Ion that seemed to have the tops of the front struts epoxied over. Other than that, the car is in excellent condition. I was curious as to what the reasoning could be behind this, and if it would be a big factor in the purchase or if it was just a reinforcement or minor thing.

I found a picture of a similar case, with the epoxied strut only being on the driver side.

    Not sure about the strut covers, but a larger problem would be they quit making it and parts likely will get hard to find and expensive. The resale value may not be good as well and I know some like those cars, but it did not have the best reliability reputation. Good Luck.
