2 minutes was the amount of error and her original estimate was 14 minutes. So take 2 divided by 14 and multiply by 100 will give you about 14.3 % error, rounding up to the nearest 10th of a percentage point. Now, what is a math question doing in the legal category, just Curious.

    The percent of error is:

    (2/14)(100%) = 14.29%, or 14.3%

The base of reference is the original number.

And she was arrested for it? Or was pulled over for calling in her car?

I don't understand the "Legal or Ethical" question here.
