Wow, although it is abhorrent to use a tragedy for political purposes, I think this is a very good albeit dark point. Should he? No. Will he? No.
However, should he take credit for creating the businesses? No.

A little crudely put, but a very interesting and astute question.
My own belief is that individuals are responsible and accountable for the positive and negative things they do, the good and the evil.
