Are you talking about just owning the business and hiring all the people required top operate it, including the commercial balloon pilot(s) to do the flying, or are you talking about becoming a commercial hot air balloon pilot yourself? Would you be planning to run a full-time, year-round business or a part time business, or a seasonal one? How many days per year? Where?

All these things have a bearing upon the answer. Beside that, it depends on what size (passenger capacity) balloon(s) you would operate, as well as the size and number of vehicles you'd need to haul them around, and the size of the ground crew you'd need to hire.
