Safety question when you are tapping the object ball....?
asked this before, and got different answers. Object ball close to the rail, and I tap it, giving almost the identical shot back to my opponent. He in turn taps right back to me, and this continues....been told that a stalemate can be declared after several times of the same shot and same rail.....you can start the game over......seems to be that there is a rule that one of the balls has to hit another rail after the 3rd or on the 3rd shot...answer?
Cue ball is close to the object ball, not a long shot....say that the cue ball is 3-4 inches from the object ball.

It depends on what rules you abide by but I play by APA (American Poolplayers Association) rules. The "old" rule stated that after three attempts each by the players a game could be stalemated. That was changed over eight, if not ten, years ago. Now, you and your opponent can play that safety shot for as long as it takes for one of you to make a mistake or pocket the ball...and the error is usually committed by the first player that loses patience.
Now, if there is some peculiar set of circumstances on the table and you and your opponent won't or can't shoot a shot you can technically call a stalemate and start the game over. Not the MATCH. Just that game and the stalemated games stats are erased or crossed out and do not count toward the match.
Read the rules for clarification.
