I'm 15 and I'll tell you my family is not bringing in the cash but I still manage to go shopping and I go to tjmaxx, goodwill(great for brand name jeans and random finds). Honestly a lot of my friends shop at goodwill and we all love it-especially since high wasted shorts and hipster like clothes are coming back in style, which they carry a lot of. I just went there before a camp I went to and got 4 pairs of American eagle jeans and went home and made them shorts-good luck!

Take a look at some high end consignment shops. Everything is priced really very low and are in wonderful condition. Not Goodwill or Salvation army, but consignment shops.
