Cherry tree has weird jelly blobs on it?

I live in zone 6. My cherry tree has weird gelatinous blobs covering the bottom 2 - 2 1/2 feet of the trunk. Its a dwarf size tree that's about 15 ft. high and the trunk is about a 8in diameter. will these kill the tree and what can I do to help?

    It's sap coming out of the trees. It won't kill it.
