research method english poets popularity?

what do you think would be the best methodology for working out which english poets were popular and in print in their own life times not just famous after they were dead but noted poets while alive and read by the general public not just literary critics and other poets ?!

I have a vague idea how to approach the problem but suggestions would help?

    You need to tell us what period you are talking about. The answer would be very different for poets c. 1600 or c. 1900.
