Questions about underside of penis?

I am 17 and have a circumcised penis, on the underside of my penis I have sort of a dark red triangle shape going up my penis. It isn't bright red or anything, it just almost looks like really thin skin and blood underneath. But the redness is outlined in little bumps (hair follicles? but no hair is coming out of them). None of this hurts or itches or anything, and it may have been there my whole life, i don't know. I just noticed it a few months ago and was wondering if this was normal and even common? Thanks for your time!!!

    The small piece of skin under the head is called the frenulum. It normally should attach the foreskin to the bottom of the head of the penis, but when males are circumcised this piece of skin is cut short or removed.
