Who or what decided the presidents on mount rushmore?

They're all iconic presidents, but who or what type of vote decided that it would be them?

    It was the sculptor, Borglum that did most of the picking, but others had input, and the rock itself helped as well. President Coolidge insisted one of the presidents be Washington, and that the other 3 include 2 Republicans and a Democrat. The original memorial was supposed to be in the Needles rock formation, but the rock was of such poor quality it had to be moved to Mt. Rushmore. Also, Susan B Anthony was supposed to be a fifth carving, but Congress selected not to fund it. Hope this helps.

    Gutzon Borglum picked the subjects in 1924. It was to be a memorial fo those who were instrumental (presidents) for western expansion. Lincoln was the odd president out. Borglum's widow said Lincoln kept the Republic from shrinking, and thqt is the reason he was there.

    It was Borglum himself.

    The reasons:

    Washington - obviously, the first president of the U.S.A needed to be there.

    Jefferson - Writer of the Constitution

    Abraham Lincoln - Preserved the union of the U.S.A

    Theodore Roosevelt - Here the explanation is a bit shady. Teddy and Borglum were good friends and Teddy had stated that if he wanted a memorial built, he would have wanted Borglum as the architect. Anyway, the two reasons given were: his conservationism policies and the Panama Canal.
