    Again your talking out of your hat.

    Rule of law implies that every citizen is subject to the law. It stands in contrast to the idea that the ruler is above the law, for example by divine right.

    All government officers of the United States, including the President, the Justices of the Supreme Court, and all members of Congress, pledge first and foremost to uphold the Constitution. These oaths affirm that the rule of law is superior to the rule of any human leader.

    In the U.S. there is no such thing as (rule of law), laws and rules are two separate things, set apart from each other,

    Laws are things one is not to do, and there is a penalty if you do,

    Rules are things you have to do and a penalty if you dont,

    That statement is widely used by law professors and Presidents, and many people, but it is not correct.
