Atheists: Question on the five second rule?

If I accidentally drop a babby down the stairs does the five seconds of the "five second rule" start when it hits the first step or when it finally settles at the bottom?

    but I believe you can still kiss it's booboo

    if it's in the five seconds of or after it finally settles at the bottom
