Shimmy after tire rotation?

After I rotated the tires on my 2007 Camry, I have a shimmy. I checked the lug nuts, just in case I left some loose, but they were all tight. I can put the tires back, but I don't understand why they would shimmy after rotating them. Any ideas? Should I just leave them in their original positions and not rotate them?

    They may need to be re-balanced. If you don't rotate you risk un-even tread wear.
