I teach goal-setting in a college class, and the research says goals should be:

    SMART:

Specific (for example, "I will read and outline chapter 7")

Measurable (for example, "I will generate at least two pages of notes on chapter 7")

Attainable (must be realistic to achieve, not too difficult)

Relevant (must relate to what a student wants to achieve or to learn)

Time-bound (must specify a time frame for achievement of the goal)

So you might identify several goals you need to achieve to pass the class. You need to figure out how to measure whether each goal has been achieved. You need to set goals that you think CAN be completed, given the other classes you take and your other responsibilities (homework, etc.). Relevant goals would relate to the specific class, maybe to a specific exam or assignment. Time-bound means you need to state by WHEN each goal will be completed. You basically have to break learning the material into segments/goals that you can complete in a realistic time frame.
