sometimes preowned have warranty and in better condition than used.
But still at the end, they are both used cars. Just marketing games.

Certified pre-owned cars are used cars being sold by their original manufacturer that have been inspected and are deemed safe enough to be backed by a manufacturer warranty(ex: certified preowned Mazda's have a 5yr/100,000 mile power train warranty and 8yr/100,000 free road side assistance at a mazda dealer). Now as someone said earlier their could be a Mercedes/Lexus/Ferrari/Bugatti right next to this mazda in much better condition but the manufacturer will only back their own vehicles so its just a used car. So basically certified pre-owned means you get a new manufacturer power train warranty and if its not made by the dealer that's selling it, its just used.
