I haven't heard anyone but Muslim extremists being blamed for the attacks, and possibly a particular terrorist group planning the attacks as a 9/11 anniversary attack.

No what Willard is being blamed for is showing that he is not only completely out of touch with 98% of Americans but he's also clueless as far any thing out side of the US. Romney should be blamed for his asinine statement.
