Responder SB has the right definition for a baby's cooing when the baby is experiencing are satisfied, and when it is cuddled in it mother's arms. Adult males do not coo. However, when a female coos is because she is being cuddled and feels satisfied, warm, a snug.

Maybe you mean wooing? As in a man trying to woo or (court) a woman, trying to get her to marry him! Cooing is something that pigeons do as far as I know.

I know cooing to be the ooo's and aahh's that a baby makes before he/she starts saying words.. idk about 'cooing' someone though? Never heard of it?
