What is this Japanese figure?

I've seen it in several anime series. What or who is it?

It's a Daruma, a traditional Japanese doll. When someone has a goal they purchase a Daruma, which comes with empty eyes. When they want to start a goal they fill in one of the eyes, and when they finish the goal they fill in the other eye. They're also meant to be for good luck and encouragement.
