Yes, it will be the free-on-contract phone now that the next generation iPhone has been released. Carriers may not do so just yet though, especially if they still have iPhone 3GS' left, and bare in mind that the iPhone 5 hasn't been released just yet. But soon, it should be free, and already is on the US Apple Store.

I've found that the 8GB iPhone 4 is free on orange on a 24 month contract, with carphone warehouse, and that's £25 a month.

No. maybe eventually, but as of right now the price has just been reduced slightly. still a good wad of cash though.

Not for a while. Maybe a year or so. Just trade in your old phone for credit :)
