It depends on whether the HRM Masters requires you to have majored in HRM, because then it will most likely add something new to what you have already covered in your B-degree. In this case the HRM seems the better choice if you want to work in HRM.
Although as pointed out most companies prefer experience over advanced degrees, unless you plan to do a Graduate/Trainee Program or the specific job requires it.
If the HRM Masters only repeats what you have already done I don't see much point with it. In this case you might as well choose International Business and broaden your field. Take as many courses as possible that deal with International Management and cultural issues, because they would be more useful to you than learning about International Economics and International Finance.

How about finding a job as a HR rep, associates etc... (if you don't have much experience yet) Experience does have some more weight than graduate degree, unless you are going to a higher level position where a masters is completely necessary.
