The main risk for men who get them to make their penis bigger is that the sugery can desensitize the penis and complicate sex. That and implants usually make the penis wider, but not much longer. A seperate procedure is used to enlongate the penis.

Some men get implants that basically "inflate" and this is a way to get around severe erectile dysfunction.

And some transgendered women can have a penis fashioned for them using the skin from other parts of their body as part of gender reassignment.
