Why is it that the BBC tv 'presentation department' (I think they call it that...)?
.... that is responsible for the timing of TV shows appears to be unable to start programmes at the advertised times? This is particularly noticeable with shows that start between 7pm and 8pm.... Shows frequently start up to 2 minutes before the advertised times... resulting in the 'beheading' of shows that start at that time...

That's what happens when you put women in charge. Haven't you noticed that every show is now full of sob stories and the news has been turned into a gossip show.
