How do you get a toddler to stop wetting his pants?

My son is potty trained... as long as he's naked. I can put him to bed without a pull-up and he won't wet the bed, I can let him run around the house naked and he'll use the toilet every time he has to go, but every time I try to put clothes on him, he wets them.

He wants to go to nursery school with his cousin (exact same age, they do everything together), but he can't go until he's fully potty trained and I'm out of ideas.

Please, please read before answering. He's 3. He knows how to use the toilet and goes every time he needs to go when he's naked. He doesn't even wet the bed as long as I put him to bed naked. He just doesn't use the toilet when he's wearing clothes, which is a bit of a problem.

    How old is he?He probably just isn't ready to be able to go to the potty and take his pants down ect.Little kids use the overnight underwear up to 5 years old.Can he wear a pull up to the school?
