Is it ethical that a Psychotherapist counsels a family member?

Is it ethical for a psychotherapist to give free counseling to a sibling for example? Is there some breach of ethical code there with a conflict of interests? Trying to manipulate family members etc.

EDIT: She finished her High School Diploma as an adult via correspondence. I did the same.

    l don't know the legalities, or the oaths, but l think it is unethical

    EDIT: How did she become a psychotherapist without finishing high school?
