The utopia for the real rulers, the IMF, JP morgan, central banks, politicans that are generally part of the !%.... etc would be the Feudal system, that is Lord & Serv , simply because that benefits them most
The utopia for masses, would be a system where there's access to education, health care, housing, parks, income equality, ... and so on...
Because the rich class dont need anything that's created for the common good, because they can provide all these for themselves, their kids go to private schools, they use private hospitals, they can easily buy anything they need, ...
Do you think rich people make better leaders or Do they eventually create a system were apathy towards the middle class & poor is lost. Would it made a difference if we filled Govt and other ruling positions with more intelligent average Joes instead, that can relate to common concerns ....

No the greatest leaders in History have nearly all worked their way up from nothing, whether people think that they were good or bad.
You do not have to be that smart to be successful in Business. In fact many of the most successful people in Business have worked their way up from nothing. Being successful in Business can often be as a result of being quite dishonest (look at the number of Wall St crooks).
However being dishonest (remember in most trades/transactions there is a loser as well as a winner) in order to make money can and does lead those people top often be highly creative and risk takers.
Creative types are at a higher risk for behaving unethically because they find it more easy to find reasons why their behaviour is not a problem.
In other words, original thinker’s scientist’s educators etc, are more ethical and tend to be lower risk takers and although they may know a lot more stuff can appear quite boring on the surface.
Business people (like say Romney) can be more depraved than the rest of us; they’re just better equipped to find ways of being dishonest without compromising their own self regard.
Your last paragraph basically answers your own question.
