Hunger Games inspired Halloween costumes?
So my friends and I want to just dress up as a plethora of Capitol people from the Hunger Games... like this:

But none of us really know how to do it! There might be 7-8 of us all dressing like this, and I'm wondering what are some good ideas for dresses/accessories/makeup/hair,etc. Any ideas? Also, I'm kind of a cheapskate when it comes to Halloween costumes, so I think we will be looking for stuff at like Goodwill or some thrift store for most of our stuff. Thanks :) <3

Makeup: Needs to basically be MAC inspired. Vibrant and eccentric is what you're looking for. Look up youtube tutorial for such. I'm sure even if you type in "Hunger Games Capitol Makeup" Something will come up :P
Costume: Again as vibrant and luminecent as possible. Look for pieces people would not usually even consider.
Hair: I'm assuming you guys don't want to dye your hair for hallowean so my best suggestion is chalk. Yes chalk. I read an article once before about Using chalk on hair. You colour it on then run your hair through a straightening iron. It washes off the first 1-2 times in the shower shampooing. Updo's are what I saw a lot of in the movies. So I suggest going for like the 70's hairstyles.
Shoes: So difficult... :/ I'd say REALLLLLY flamboyant flats or even you girls can pull it off vibrant heels xD
