This problem uses a Prop Z test with one sample
In this case P0 = 0.07
N = 125
For 10% damaged use X = 12.5 rounded up = 13
Plug in these values to a TI-83 calculator and get
Z = 1.48985 and p = 0.06813
This means there is about a 6.8% chance that a defective shipment at this 10% threshold will pass inspection.
